A: FAQ is an acronym for "frequently asked questions."

Q: How do I get a question I have answered that is not covered in the FAQ section?

A: Questions about Permitting, installing the home, prices for our homes, 433a recordings, everything and anything about manufactured homes, or modular homes from beginning to Certificate of Occupany.

Q: What is a 433a?
A: It is the HCD form, that when it is properly filled out and recorded, notifies all interested parties that the home is now "Real Estate" and no longer personal property. 

A: Get a letter from the bank authorizing you to put a permanent foundation on the home, it has to be on their letter head. 

Q: I bought my manufactured home and the legal ownership was not changed and I can not find the legal owner. How do i change the ownership.  
A: Only the legal owner can change the legal ownership. If you do have a "defective title" you can bond around it. The bonding company I use is: Bonding Services, the phone number is: 909-890-1409

A: Go to the Building & Safety department, and tell them you would like to purchase a copy of all the permits for the property. I have never paid more than $17.00. When you get the permits look for the "Manufactured home install permit" If the permit says "Finaled" with the date, then it is legal, you should also get a copy of the "Certificate of Occupany". Check the serial numbers to make sure they match the serial numbers of the home on your property.

A: It is another home on your property. Assembly Bill 1866 Established the criteria for the second home on your property. You need a minimum of 7200 square feet, you have to have a primary residence on the property, the second home has to be in the back or side of the primary home.
It can be attached or detached. The second home has to fit in the "set backs" established by that jurisdiction.
It can be used as a rental or for a relative.

Q: What is a Perk Test?
A: This is the test a licensed Engineer does to see how well water passes through the soil, he checks for ground water.
He then designs the septic system for your home.

A: For example: If the property is in Riverside County I start by going to "Riverside county land information service" http://www3.tlma.co.riverside.ca.us/pa/rclis/index.html
I put the APN# in and it will show the property. I can then see what school disctrict the property is in, what the property is zoned, the topography, what permits have been issued and finalized. This site has an incredible amount of information and is very useful.
For a jurisdiction that doesn't have a land information web site, go to "land Use" and " Planning" give them the address or APN# and they will answer your questions.
A: What fees do I have to pay before I can get permits?
What permits do I need?
Do I connect my new home to the sewer service or septic system?
What are the set backs for this property?
Is this property in a "high fire" area?
Is the property in a "state responsibility area"?
Is the property in a flood zone?
Is there anything else I need to know before I build on this property?

Q: I have been told that the home I buy has to be under 10 years of age?
A:  In Riverside County this is true if it is required to go on a permanent foundation, but there are zones where this is not required and so, the home can be older than 10 years. Rural Residential or RR is one of the zones that do not require permanent foundations.

A: A Manufactured home is built to HUD code, (National Manufactured Home Construction and Saftey Standards (24CFR 3280)
Modulare homes are built to the "California Building Code"

Q: I wanted to install a second unit for a rental, but was told that the manufactured home has to be 10 feet away from my primary residence, so this makes it too close to the property line?
A: A modular home is built to "California Building Code" and so if this is the same as your primary residence, you can attach the home to your existing home, so this will save you 10 feet.
Q: What is the largest shed I can build before I need to apply for permits?
A: 120 square feet.

A: The Cities usually have more fees and restrictions than Counties.

 Q: What is the internet link I can use to trace my manufactured home decal number?


Q: If I do a second unit, what fees will I have to pay? 
A: You will have to pay school fees. In Riverside county, you will not have to pay mitigation fees, TUMPF fees. You can verify by checking the Ordianances on line for Ord. 659, 810, and 824. It should be under the exemption section, if it is not there, you would have to pay the fee.
A:  "The second unit permit" once this is approved you will then have to get the "site prep permit" then the "Manufactured home installation permit" If required you will have to get the "permanent foundation permit" Some zoning does not require you install a permanent foundation.
